In RE4, Leon WAS in the Secret Service, though it is indirectly mentioned in the files (I think it’s the ‘Info on Ashley’ file)
It said that members of the Secret Service were being individually questioned, and Leon was an exception because he was a recent addition to the Secret Service.
Hence the whole SS agent theory.

He was still working for the US government as part of STRATCOM.
Leon was in the Secret Service in RE4, but later he resigned and joined a different organization.
Technically he is protecting high-ranking political figures (Ashley IS the president’s daughter)
The Javier Op was set in 2002, that’s two years before the Secret Service job.
And Damnation is set after RE4 and before RE6, that’s after his job in the Secret Service.
As for that anti-umbrella thingy, I’m not sure. This is the first I hear about that.
