SEPT. 23rd, 1998
It’s a night like any other in Raccoon City. Jack’s Bar—a popular spot in the center of town—is busy as ever. At the bar, Kevin Ryman, a 31-year-old police officer, chats with the bartender, Will, while a television broadcasts a RNN (Raccoon News Network) report on a riot that erupted earlier at Warren Stadium. The chaos unfolded during the Raccoon Sharks vs. Old Court Thunders game, requiring 50 Raccoon Police Department officers to restore order.
A stray rat scurries across the floor, startling Cindy Lennox, a 24-year-old waitress, causing her to drop a glass. The commotion catches the attention of Mark Wilkins, a 52-year-old security guard, who looks over with concern at his coworker Bob, whose sickly appearance has been growing more worrisome.
Suddenly, a disheveled man stumbles into the bar, lingering in the doorway. Mark takes notice, just as Bob suddenly collapses from his stool onto the floor. Mark rushes to his side.
Meanwhile, Will approaches the mysterious customer—only to be viciously attacked. The man bites into his shoulder twice before Will manages to shove him out and lock the door. Injured and shaken, he slumps to the floor.
Kevin steps forward to investigate—only to be met with a chilling sight. Outside, several figures press against the bar’s front window, their lifeless eyes staring in. Zombies.

News Anchor: "There was a disruption earlier at today's football match between the Raccoon Sharks and the Old Court Thunders. Apparently the game was interrupted when an unruly fan got out of control and sparked a riot. The number of injured is not yet known, but more than 50 broke the line before the cops could take control of the scene..."
Mark: "Aren't you eating anything? Hey Bob, where's your mind at?"
Bob: "... What?"
Will: "Huh... ? What a weird customer..."
Mark: "Who is this guy?"
"Dammit! He's unconscious. Are you alright?"
Will: "What are you doing?!"
News Anchor: "This just in. There was a disruption earlier at today's football match between the Raccoon Sharks and the Oldcourt Thunders."
"Apparently the game was interrupted when an unruly fan got out of control and sparked a riot."
"The number of injured is not yet known, but more than 50 local law enforcement officers have been called to the scene..."
Mark Wilkins: "Aren't you eating anything?... Hey, Bob?... Where's your mind at?"
Bob: *ad-lib*
Will: "?... What a weird customer..."
Mark: "...Who is this guy?"
"Bob!"
"What's wrong?"
"Are you all right?"
WILL: "Ugh... huh!? Get outta here!"

- In the localization, an opposing sports team called the "Old Court Thunders" are introduced. Mark also calls out that Bob is unconscious after falling from the bar stool. Neither pieces of information exist in the original Japanese script.
- Two versions of the cutscene exist. While playing the "Outbreak" scenario, the scene is shown in its entirety. The version of the opening found in Collection cuts the scenes with Mark and Bob, focusing solely on Kevin and Will's encounter with the zombie.
- Given the news stating the events at the football game were earlier that day suggest that it is still the 23th when the events of the scenario begin.
