Alcatraz Island Outbreak was a viral outbreak which took place in across the island of Alcatraz in San Francisco, California. Perpetrated intentionally by former mercenary Dylan Blake and María Gómez, who had took over the A-GUA Industries, Ltd. and uses the resources to engineer a non-transmissible t-Virus strain and utilize experimental mosquito drones as a vector to infect tourists. The outbreak was successfully contained with the culprits are killed and the survivors are extracted from the site.
Background[]
During Raccoon City Destruction Incident, Dylan Blake and JJ are mercenaries of a private military firm that was hired by Umbrella Corporation to serve in Umbrella Security Service during the 1990s to assist the garrisons there with both quarantine and the evacuation of high ranking government officials and Umbrella executives. The mission went awry when the team was overwhelmed by the rioting at the city barricades, and most of the unit was infected, leaving Dylan as the only survivor of the unit and extracted out of the city prior to its sterilization. The incident left Dylan mentally unstable, suicidal and developed complex post-traumatic stress and harbors a deep resentment towards corporate greed and a philosophy of moral nihilism: believing that there are no justice in a world where corruption and suffering is allowed to exist.
During the War on Terror, Blake became involved with A-GUA Industries, the commercial front for a crime syndicate led by Glenn Arias, a rogue former CIA agent involved in the black market trade of bioweapons. At some point, Blake used his connections to hack inside the Department of Defense's database to intensely research the Division of Security Operations, Bioterrorism Security Assessment Alliance and TerraSave, exposing corruption within each agency and coming to blame them for prolonging and intensifying the War on Terror. Blake took specific interest in Chris Redfield, Jill Valentine, Claire Redfield and Leon S. Kennedy, fellow survivors of the Raccoon City incident who had since joined several military and government agencies and had since been involved in dozens of bioterror incidents worldwide in the years since, considering them to be 'pawns'.
Following New York bioterrorist attack in which Glenn Arias and Diego Gómez perished, Blake recruits María Gómez due to their share interest and takes over Arias's operations. The duo utilize experimental mosquito drones (programmable bioweapons enhanced with military-grade robotics) as a vector to infect individual targets, who could later be euthanized without causing an outbreak.
Events[]
By 2015, Blake successfully kidnapped DARPA robotics engineer Dr. Antonio Taylor with the help of Gomez and paid mercenaries. Blake then threatened Dr. Taylor into to helping with the research and cultivation of the drones. They reached completion of prototypes and the weapons were moving to mass-production. Tourists visiting Alcatraz Island were used as the initial test subjects, and were infected with low viral loads during their visit. The increase in cannibalistic murders around San Francisco quickly drew the attention of the Bioterrorism Security Assessment Alliance, San Francisco Police Department, and the release of the Megalodon bioweapon into environmentally-protected waters drew the attention of TerraSave as well.
After B.S.A.A Advisor Rebecca Chambers discover the link between the cases, Valentine and the Redfields investigate the island to which Blake correctly identified and released the drones with a higher load ordered to specifically infect target individuals. The prison site turns chaotic as infected tourist starts killing others and uninfected individuals were the target of quick infection, leaving them as the only survivors of the group with Valentine separated from the sibling. Shortly before the outbreak, Dr. Taylor escapes their capture and goes into hiding in the prison compound where the center of the outbreak was occurring. The entire island is completely isolated by Blake and Gomez who had jammed communication signals which prevents comms and phones from working.
During the outbreak, Kennedy infiltrates the island after learning intel in which Dr. Taylor is transported to the island following his kidnapping. Kennedy ventures by the abandoned oxygen research center in which he encounters a zombified Lion which gives chase with Kennedy nearly dodging it's attacks. Knowing that he has no chance of winning, he sprints to the next entrance where he requests Hunnigan to shut the doors on his command. At his order, Hunnigan shuts the door on time, trapping the lion between a tight wedge though does not kill it. The lion pounces on Kennedy who reacts by plunging the knife at its abdomen and kicks downward, disembowelling it. Knowing the shortest route is compromised, Hunnigan tells him to search for another one on his own. On his way, he encounters Valentine in the sewage tunnels and are confronted by zombie tourists before facing against hordes of Amphibian Lickers. The pair fails to conceive themself and alerts the hordes. As the two make their escape, Kennedy clears out the horde with the use of explosive. Advancing further into tunnel, Valentine and Kennedy uncovers a secret accessway which leads to the armory where Licker Larva are incubating. As they investigate the armory, they discover blueprints for the drones and various other equipments in the control room.
At the same time, the Redfield sibling discovers the hidden Dr. Taylor who goes by the alias Tony Davis and joins in their search for survivors. The trio are briefly ambushed by the infected but manage to survive with Davis who is injured in the attack. Afterwards, the sibling pricked in the neck by drones which incapacitate them which prompts Taylor to run but is cornered by Gomez. The three are captured and locked in prison cells. Knowing they are nearby, Blake beckons them to the prison cells where they had the Redfields hold hostage and beckons them to go to the prison compound.
Back in the city, Chambers discovers that Kennedy was also working on the case related to Alcatraz and contacts FOS agent Hunnigan who informs her that Department of Defense's database is hacked and confidential information relating to the Redfields, Valentine and Kennedy. Having had no contact for 2 hours, Chambers finishes procuring the vaccines for the t-virus strain and contacts San Francisco Police Department SWAT for backup. Coordinating with S.W.A.T, Chambers and other operatives reach at the island's dock where they are attacked by Megalodon which proceeds to kill all of them save for Chambers who had managed to reach the sewer tunnels.
At the compound, the group is reunited and Blake reveals himself and Gomez to be the culprits and has everyone but Valentine and Taylor infected. Blake reveals his intentions of cleansing the world. In further proving his point, Blake points out of Kennedy's continue willingness to work for the government despite their countless cover-ups, Claire working for an NGO organization that only provides relief after-the-fact instead of using direct action to target and counter bioterrorism before it occurs, and Chris, for continuously losing teammates on every mission and yet bringing more people to replace. Sparing Valentine from infection, Blake forces her to relive same experience he did: presenting her the choice of killing a zombifying Claire or allowing Dr. Taylor to die at her hands. Unwilling to make a decision, Blake instead shoots Taylor in the chest and leaves Valentine on the run with Blake and Gomez moving onto their final stages of the plan which involves the release of the drones around the world.
As Taylor lays dying despite an weaken Claire tries to staunch the bleeding, he recognizes their heroic actions and intentions. Antonio reveals that he had the backdoor code to the network, surmising that Dylan might have changed the codes after his escape and pass onto Claire before dying from his wounds. Elsewhere in the sewage tunnel, Valentine meets up Chambers and informs her about their conditions before heading off to the armory to stop Blake's plan from occurring. Shortly after, Chambers arrive at the prison compound and administer the vaccine to the group, curing them of their afflictions. The group head to the armory to pursue after the culprits.
At the armory, Blake orders Gomez to open the floodgates where he summons the Megalodon bioweapon. Outside, Blake is confronted by Valentine whom he proclaims his intentions and desire for atonement for his actions of murdering JJ before injecting himself with the virus and allowing himself to be eaten by the Megalodon, assimilating with it. Kennedy head toward to the control room and attempts to halt the release of the drones where he is confronted by Gomez before the two engage in a combat. Still recovering from the virus's effect, Kennedy deflects from Gomez's attack but the latter pushes him through several glass writing boards breaking a piece of a metal rod near him. Kennedy gains the upper-hand and finds an opening in which Gomez is kicked backwards onto the same contorted rod, impaling her in the chest. Despite managing to free herself, Gomez collapsed and died from excessive blood loss.
The group reconvenes at the armory where they face giant abomination "Dylon", proven to be an formidable foe as he withstand the group's attacks. During the fight, Kennedy sent Redfield and Chambers to stop the release of the drones after the former had acquired the code from Dr. Taylor. Valentine discovers an experimental next-generation plasma rifle and used it against Dylan, with the attack separating him from his lower half. Despite the damage though the mutated creature still survived, causing Valentine to attempt to charge another shot, however due to the weapons long charging time before she could do so, Valentine was attacked and the weapon destroyed. As Redfield and Kennedy come to Valentine's aid, Claire and Chambers manage to hack into the drones and target the creature's body, injecting it with high dose of t-virus, which causes the creature to begin to decay and breakdown at a rapid rate. Dylan attempts to escape to the open waters but Valentine distracts him long enough for Kennedy and Redfield to assemble an artillery missile launcher. As they finish, Valentine calls out Blake for his inability to deal with his own guilt before diving into the waters and straps bags of grenade into his mouth. Kennedy and Redfield fire the missile at the gate's release mechanism which immediately drops it onto the creature and pins it in place. Unable to move what remained of Dylan was subsequently blown to pieces when the grenades explode.
The group reconvenes outside the island where they reminiscent about their time in the operation before reinforcements arrived and evacuate the survivors off the premises.
Aftermath[]
In the years following the Alcatraz Island incident, Chris Redfield would become far more critical and disillusioned with the Bioterrorism Security Assessment Alliance. The evolving state of biowarfare under decentralized groups such as The Family and The Connections and the increasing presence of Blue Umbrella mercenaries (such as during the Baker House Incident) combined with Chris' prior history with the FBC and TRICELL, seemed to confirm Blake's accusations of blurred lines and institutional corruption.
Following this, Redfield would take control of the elite Hound Wolf Squad and become fixated on a manhunt for Miranda. In response, the BSAA would issue several strongly-worded warnings, condemning Redfield for his behavior. Finally, during the Village incident in 2021, Redfield and his unit would discover the BSAA's use of bioweapons as soldiers on the battlefield and the group would end up going rogue.
