Anna Lowell (アンナ・ローウェル An'na Rōweru) was an out-of-towner who visited Raccoon City in September 1998. She was a guest at the Apple Inn when a modified ε strain was leaked into the city's drinking water, turning tens of thousands into Zombies.[1]
