The Boiler room was a room in Raccoon city's hotel 'Apple Inn', it is also a playable area in Resident evil Outbreak's level 'Hellfire'.
In the cutscene it shows two fire fighters investigating the area and both begin killed when the boiler exploded setting fire to the whole hotel leaving all visitors and characters trapped inside the burning building with zombies and lickers.
Guide
Depending on the difficulty setting the characters can get a shotgun or an iron pole, there is a ladder and if the character goes up it, then it'll snap leaving the character trapped on the top floor.
