Billy was an Umbrella Biohazard Countermeasure Service operator deployed into Raccoon City on September 26, 1998 in an attempt to evacuate civilians and pacify the crisis resulting from the t-Virus outbreak. He is a caucasian man, appearing in his 40s, with blonde-brown hair and a horseshoe moustache. He wears standard issue U.B.C.S. combat apparel, with his protective balaclava rolled up above his head.
Gameplay
Billy's character skin can only be accessed through cheat devices such as GameShark. He's a Kevin-type character and begins each scenario with a Recovery Pill in his inventory.
Billy stats are as follows:
- A relatively fast movement speed.
- An average vitality of between 2000-2500 health.
- An average attack power similar to that of Mark Wilkins.
- A rapid infection rate of 1.48% per minute.
