The leader of the village where Leon began his search for the abducted daughter of the President.
As a pastor of Los Illuminados, he is a dedicated servant of cult leader Saddler. Unlike other Ganados he is host to a control Plaga, which gives him superhuman strength but otherwise leaves his will intact.
When the Plaga is unleashed, two tentacles with sharp claws grow out of his back, and the Plaga fuses with his upper body, exposing his abnormally long spinal cord which features creepy centipede-like legs.

「大統領令嬢誘拐事件」時に、レオンが捜索のために訪れた村の村長。
ロス・イルミナドス教団の神父でもあるメンデスは崇拝する教祖のサドラーの忠実な部下である。その体内には一般のガナードとは異なる支配種プラーガと呼ばれる寄生体を宿しており、常人離れした怪力を持ちながらも完全に自我を保っている。
体内に宿すプラーガをひとたび解放すると、背中から鋭い爪を持った２本の触手が生え、上半身はプラーガと同化して異常発達した脊髄が露出。骨髄は伸長し、脇から生えたムカデの様な節足が怪しく動く。
