The blue chemical is an item in Resident Evil Zero and can only used by Rebecca Chambers with her Mixing Set.
You can find this chemical in gasbottles in a few places in the game. So in the Arklay Research Facility in Floor B1 and one in the lab in the Water purifying facility at floor B8.
Rebecca needs it too mix the acid for the Battery and to set the Blue leech figurine free.
