The blue chemical is an item in Resident Evil 0 and can only used by Rebecca Chambers with her Mixing Set.

Purpose

Rebecca needs it to mix the acid for the Battery.

Location

You can find this chemical in gasbottles in a few places in the game. One is in the Arklay Laboratory's Floor B1 and one in the lab in the Water purifying facility at floor B8.
