Following the Mansion Incident, the S.T.A.R.S was covertly disbanded with Brad keeping his head down as to not lose his occupation. Despite this, he discreetly aided the others' investigation of the Umbrella Corporation as he and Jill Valentine remained in the city while Chris Redfield, Barry Burton, and Rebecca Chambers all departed.[5] Unlike the others, Brad was the only remaining member to still be a part of the R.P.D's active force by the time of the outbreak.
From 23 to 24 September, a modified ε strain t-Virus was released into the sewers of Raccoon City and, via rats, contaminated the municipal drinking water. Over the next week, thousands who had drunk the water were quickly exhibiting symptoms of Cannibal Disease and became Zombies. Vickers participated in R.P.D. efforts to suppress the rioters, but casualties escalated. Soon, he discovered he was stalked by one of Umbrella's latest B.O.W.s, the Nemesis-T Type, which he correctly deduced was sent to hunt down S.T.A.R.S. officers. Learning that the monster was now heading towards Valentine's apartment, he managed to phone her just before the impending attack. Jill would successfully escape the attack and the pair met at Uptown Raccoon City, which had now been reduced to a chaotic mess due to the outbreak.
At the entrance of Bar Black, the pair are jumped by zombies that are able to breach the metal fence, and the pair flee into the bar, but Brad is bitten while trying to hold the door shut. Despite Jill's attempts to remain with her partner, Vickers pushes her away and orders her to leave him behind. After their separation, Vickers reached the police station. Already suffering the late stages of Cannibal Disease, he attacked Lt. Marvin Branagh. Marvin, trying to stop Brad from attacking shoots him in the legs. Telling him farewell as he is about to finish off Brad, Brad groans out an apology before tackling and biting Marvin. Fully succumbing to the T-Virus, he was shot and killed by UBCS Cpl. Carlos Oliveira, either in the front yard or the Safety Deposit Room.
