"He's coming for us.. we're both gonna die!"
— Brad to Jill, shortly before his death.

Brad Vickers (ブラッド・ヴィッカース Buraddo Vikkāsu?) was a member of the Raccoon Police Department's S.T.A.R.S. Alpha Team. Vickers wasn't much of a fighter, and it is not mentioned as to whether or not he had served in any combat capacity before his recruitment into the S.T.A.R.S. unit. His hometown was Delucia.[3]

Biography

Vickers was recruited into S.T.A.R.S. after its 1996 founding. An elite counterterrorism and counter-narcotics unit within the Raccoon Police Station, S.T.A.R.S. was funded through private investment by local businesses, and hired professionals from outside the police force. While known for his timid behaviour, he made up for it by serving multiple roles. As a qualified helicopter pilot, he transported the Alpha Team around the city.[4] As a computer expert, he could deal with obtaining digital evidence.[4] Trained in chemical protection, it was also his job to deal with hazardous substances.[5] When on patrol, he took the one of two RS (Rear Security) positions.[4]

Mansion Incident

Brad flying over the forests of the Arklay Mountains during the S.T.A.R.S investigation.

On Friday 24 July 1998, Alpha Team was sent out into the Arklay Mountains over a region northwest of the city. Having lost radio contact with Bravo Team the night before, the mission was to investigate this loss. Landing the helicopter near the derelict of Bravo Team's helicopter, it became clear that its pilot - Kevin Dooley - had been savagely killed and partially eaten. Soon after, Joseph Frost was himself attacked and violently killed by a pack of dogs hiding in the area. Terrified, Vickers took off into the air, leaving his teammates behind.[6]

Quickly regaining his composure, Vickers made multiple attempts to re-establish contact with his S.T.A.R.S. teammates whilst flying over a mansion near where they landed. Unable to contact them due to a strange fault with their radio equipment, Vickers was not able to make contact until daylight. Flying over a helipad adjacent to the mansion, he spotted his surviving comrades battling a superhuman dubbed the "Tyrant". Having taken off with all of the team's equipment still on board, he was able to drop them a rocket launcher to use against the monster and evacuate them as the complex exploded from an underground self-destruct device.

S.T.A.R.S. disbanding

Vickers arguing with Chief Irons along with Valentine, Redfield and Burton - August 1998

After landing back at the Raccoon Police Station, Vickers would soon understand from the others the mansion was the site of covert bioweapons research carried out by Umbrella U.S.A., and a series of murders and animal attacks that plagued Arklay County for the previous two months was the result of an outbreak of the mutagenic t-Virus. Though S.T.A.R.S. began investigating Umbrella, the company put pressure on the RPD through bribes, and Chief Brian Irons formally disbanded S.T.A.R.S. to strike a blow to their investigation, something Vickers timidly sided with. Later telling Jill in a note that he slipped in with a pizza she ordered, asking her if she was mad at him for keeping his head down, as he was afraid that he would lose his job.[7] Umbrella kept tabs on Vickers, seeing him as just a threat as any other.[8] Nonetheless, he continued in the investigation covertly with Jill Valentine after Chris Redfield, Rebecca Chambers and Barry Burton left the city.[9]

Raccoon City Destruction Incident and Death

RE3MAKE Brad

Vickers amid the chaos of the outbreak in Racoon City.

"The police aren't trained for this kind of situation! What could they do?!?"
— Brad commenting upon the futility of the RPD's defensive measures.

In September, a modified Epsilon strain contaminated Raccoon City's drinking water, turning thousands into Zombies. Vickers and Valentine were the only former-S.T.A.R.S. officers left in the city, but were separated until Monday 28 September. Vickers was stalked across Uptown Raccoon City by the Nemesis-T Type, a B.O.W. sent in by Umbrella Europe to hunt down and kill surviving S.T.A.R.S. members to prove its hunting skills as a valuable commodity. On the night of September 28, he managed to outwit Nemesis and escape its clutches for a time while fleeing the city streets now consumed by the destruction caused by the outbreak.

Jill and brad reunion RE3 remake

Vickers meets with Jill during the Raccoon City outbreak - on the night of September 28, 1998.

Accounts contradict how Brad came to be reunited with Valentine amid chaos in the town. In one, he made alone his way to Bar Black Jack after unknowingly running past Jill as he tried to escape some infected citizens before he was found by Valentine already being attacked and bitten by an infected citizen before she saved him. Brad then proclaimed how they were both going to die by Nemesis' hands before leaving the bar. In another, Brad called Jill to alert her about the "monster" just before she was attacked and ended up finding Valentine shortly after she barely escaped from her now destroyed apartment building, informing her that he only knew the B.O.W. was behind them and had better that they both leave the city before the situation got worse. He then tried to flag down a passing rescue chopper leading them to the front of Bar Black Jack, just before a barrier holding infected citizens back fall causing them to flee into the nearby bar. Brad then held the doors closed, telling Jill to go for the back door, unfortunately, a zombie was able to get the door opened wide enough to bite him before he could stab it with his knife. Valentine then grabbed the knife and stabbed the zombie before moving to help keep the door closed. Knowing what was going to happen to him, Brad push Valentine away from the door, telling her to run. Whatever the case Brad ended up infected at Bar Black Jack.

Similarly, accounts differ as to how Vickers died during the outbreak, but what is shared is that he managed to get out of the bar despite his injuries. One account describes him was spotted again by the Nemesis-T Type on 28 September, and was chased all the way to the Raccoon Police Station, where he was quickly killed after his head was impaled by the B.O.W. and after a time, he reanimated as zombie and walked off. If this account holds true, the zombie Vickers ended up being killed by survivors or by the morning of Thursday 1 October when the U.S. Air Force bombed the city with an experimental thermobaric weapon. In another account, Vickers arrived at the police station at dawn 29 September, but began to enter an advanced stage of his infection before he managed to enter the building, ending up chasing Lieutenant Marvin Branagh who tried to bring him back to himself without success. When he was about to execute him, because Vickers was still minimally conscious and asked his forgiveness for attacking him, Branagh hesitated and ended up being bitten in the abdomen by the ex-S.T.A.R.S member who had completed his transformation into a zombie. The zombified Vickers was then kicked back by Branagh, who took shelter inside the station, and was finally killed by Carlos Oliveira when started chasing him.
