At some point prior to 1998, Irons served as the Captain of the S.T.A.R.S. In response to the discovery of [[Anna Mitaki]]'s body on 1 June 1998 - the seventh report of a mysterious disappearance or violent death in mere weeks- Chief Irons made a statement describing how the RPD was "working diligently to apprehend the perpetrators of this heinous crime,"<ref>Perry, ''Umbrella Conspiracy'', p.1.</ref> and began consultation with city officials over the implementation of more drastic "protection measures" for the city.<ref>Perry, ''Umbrella Conspiracy'', p.2.</ref>

On August 2, Irons was present at a press conference which revealed the ''true'' cause of the fire at the Spencer estate to have been the result of a campfire which "just got out of control". When asked if the fire was linked to the killings in the district, he responded that while there was nothing conclusive, the killings had since stopped, suggesting the killers were hiding there.
