Cafer Tokush was a member of Il Veltro and subordinate of Jack Norman. In 2004 he was one of the surviving members of Il Veltro after the sinking of the Queen Dido by Federal Bioterrorism Commission director Morgan Lansdale. Here they survived underneath the sea for a year.
In 2005, an FBC team sent by Morgan to obtain certain recordings found the surviving Il Veltro members and combat ensued. During this, Cafer died. The last surviving Il Veltro member, Norman, made a small shrine to him and the other fallen members, eulogizing him as "[a] martyr who died for his cause."
