The Collar (首輪 kubiwa) is a key item in Resident Evil.
Purpose
The Collar can be opened up to reveal the Coin (itself the Imitation of a key).
Location
As suggested by John Toleman in the Crumpled Memo file, the Collar is retrieved from a dog on the Mansion's West terrace.
