The file is written as a prison record, with various prisoners being recorded as being dead and their bodies disposed of, or otherwise alive and sent to other laboratories. The inclusion of the Arklay Laboratory makes it very clear that these are not being transported to other hypothetical facilities run by Dr. Marcus, and that other senior figures within Umbrella Pharmaceuticals would certainly have known about the transport of human test subjects and accepted it. The Famitsu guide, biohazard 0 KAITAISHINSHO suggests that these are in fact the training school's students.[1][excerpt 1]
