David Bischoff was an Umbrella Corporation employee, and a member of its Industrial Services Division.
Biography
David led an ISD team in a cooperative investigation with the Raccoon Fire Department into the destruction of the Spencer Mansion. In a statement reported by Cityside on 3 August 1998, David announced that the investigation had concluded the fire to have been the result of carelessness, and suggested the possibility that a campfire went out of control.[1]
