(Covers information from the D.C. comics)

The De Gooyer windmill was an historic landmark in Amsterdam. In 1998, the Umbrella Corporation planted zombies in a the top of the building to ambush the rogue Raccoon S.T.A.R.S. survivors. Chris Redfield shot two off the ledge, damaging the landmark.[1]
Further notes[]
While the comic's use of trees suggests De Gooyer is out of the city and surrounded by trees, it is in fact in a built-up area. The trees seen in the comic would be where the car park and river are in the real world.
