Devlin Harris was the mayor of Raccoon City, Pennsylvania in 1998.
In late-June of that year, he scheduled an afternoon press conference in response to the deaths of Christopher Smith and Deanne Rusch. The Raccoon Times predicted he would announce plans to introduce tighter curfews.
In a press conference on August 25, Mayor Harris announced that the City Council was hiring at between ten and twelve new police recruits in response to S.T.A.R.S.' suspension. This was to assure the citizens that their investigation of the cannibal killings was not closed. Furthermore, he declared the surviving S.T.A.R.S.' members recent disappearance as clear evidence that they didn't care about the city's people, and that the curfew would remain in effect.
