The Dover Freehold was a city state which arose on the British Isles after The Fall.

History

In the years after The Fall, Dover survived on as a port city, and was one of the larger settlements in Britain alongside York and, unlike Brighton, was intended as a permanent residence and trade hub rather than a frontier outpost. Through trade and farming barbequed food was readily available in the marketplaces with traders negotiating sales at Perseverance Tavern. Due to its proximity to Calais, Dover was also a frequent destination for Britons seeking safe passage to mainland Europe through the ferry terminal, with the dangerous Channel Tunnel being used as a means of smuggling goods as well as people unlikely to be accepted on the ferry.

Around 2036, York fell to an outbreak that got out of hand. Owing to lax security by the Dover militia, infections among visitors were often noticed only after they had turned into Zeroes. To ensure its protection, the city's residence agreed to a security contract with the Umbrella Corporation, which had maintained a positive image around the world through its supplying of internet and mobile phone access to freeholds. With this security contract, a USS guards unit was deployed to the city to run the checkpoint and perform regular patrols both on the ground and in the air with drones. This relationship soured the following month when the a USS team under Richard Baxter tracked fugitive Jade Wesker to the city, and killed a number of people at the docks.
