Downtown Raccoon City was the cities main business area.
Resident Evil 2 shows a small part of Downtown, Flower, Central and Ennerdale St.'s, along with the Raccoon City Police Department; which is part of both up and downtown.
Resident Evil 3: Nemesis showed a far larger area, with building including the substation, Grill 13 restaurant and the STAGLA gas station,
