Dr. Brown was one of the researchers working in The Hive. When he, Dr. Blue and Dr. Green became trapped inside a sealed, flooding room, Brown attempted to use an emergency fire axe to break through the reinforced window. He failed and they all drowned. Later, after being resurrected as a zombie by the T-virus, the undead Brown still carried the axe around.
Further notes
In the novelization of the first film, Resident Evil: Genesis, Dr. Brown named "Johnny-Wayne Carlson".[1]
