Falcon was a former US Army Ranger who later became an anti-Umbrella activist. He later joined S.T.A.R.S. as a member of its "Charlie Team".
In Falcon's youth, his father joined a rural town's police force. This forced Falcon to learn how to defend himself as he moved halfway across the United States. His father taught him that he should only battle the "bad guys". At some point prior to 1998, Falcon joined the US Army Rangers to answer his "true calling". Unfortunately for him, his career ended due to an international incident in which he was used as a scapegoat.
Elements of S.T.A.R.S., a major policing agency, took him aboard to aid the rogue survivors of their Raccoon City branch in finding the Umbrella Corporation's headquarters in England. As S.T.A.R.S. was already compromised, Umbrella was able to predict all of the team's movements, but they eventually failed to prevent the destruction of their headquarters at Queck Castle. With the mission completed, Falcon returned to the US, where he was assigned to S.T.A.R.S.' newly created Charlie Team, intended as an anti-Umbrella force. Last know undercover Umbrella Corporation Biohazard security.
