Twi-FBC

The FBC (Federal Bioterrorism Commission) was a counter bioterrorism organization which the United States Government formed in order to oppose the age of bioterrorism which resulted following the collapse of the Umbrella Corporation. General Morgan Lansdale was the founder and commissioner of the organization.[1] Thanks to Lansdale, the organization was a major player on the international stage of public safety and animal welfare.

History

The FBC was formed as an independent agency of the FSPC (Federal Species Protection Committee) by the U.S. Government to be the enforcing agency of the guidelines set forth by the National Species Protection Act. At some point, founder Morgan Lansdale was able to charm Congress into expanding the charter of the organization to find and deal with bioterrorist threats. They had a crack squad of soldiers and agents on permanent standby with the most expansive charter of any organization in Europe. During a time of crisis, they had the blessing of the U.S. to take charge and control a given situation. It maintained a vast intelligence network for identifying bioterror threats before they occurred.

Terragrigia Panic

In 2004, FBC Commissioner Lansdale collaborated with the terrorist group "Il Veltro" and orchestrated a large-scale bioterrorist attack on the floating city of Terragrigia in an attempt to show the threat of bioterrorism to the world, which he had warned the world about, and cause the FBC's purview and charter to be extended. He armed Veltro with a new virus known as the t-Abyss virus and many Hunter B.O.W.s. According to conditions stipulated in the treaty outlining Terragrigia's governance, both the U.S. and Europe had equal authority during a terrorist attack. Only "during the event of bioterrorism" did the FBC assume a leadership role.

Lansdale announced that EU involvement would not be tolerated while his organization dealt with the crisis. European authorities pressed Lansdale to respect their rights in the matter, and they were able to convince him to bring in Director Clive R. O'Brian of the B.S.A.A.(Bioterrorism Security Assessment Alliance), a well respected international counter-bioterrorism civilian group. However, O'Brian was left with virtually no support staff, which limited the scope of actions he could take.

The FBC attempted to perform rescues and became locked in battle with B.O.W.s. Many agents were killed in the incident. Eventually, Lansdale requested the use of the city's solar satellite matrix, the Regia Solis, to scorch the city and wipe out the virus and B.O.W.s. As a result, Terragrigia was wiped off the map. Public opinion of the FBC during the incident was low, and it was seen as ignorant to the extent of the suffering in Terragrigia. The FBC organized a blockade around the ruins of Terragrigia. Despite this, the organization's charter and purview were extended, and the public became relian on them for counter bioterrorism efforts.

Agents Parker Luciani and Jessica Sherawat left the FBC and joined the B.S.A.A.. However, Sherawat became Lansdale's mole within the organization.

Queen Zenobia Incident

In 2005, decayed carcasses began to wash up on a beach of a coastal town in the Mediterranean, close to the ruins of Terragrigia. Lansdale ordered for the FBC to cordon off the area, fully aware that the carcasses were from the remains of the Queen Dido cruise ship he supplied to Veltro and sank in the Terragrigia Panic. Lansdale sent a team of the FBC armed forces to seize the video evidence from Veltro which showed his collaboration with the group. The team was wiped out by the Veltro survivors. Around the same time, Lansdale sent agents Raymond Vester and Rachael to the Queen Zenobia. When the B.S.A.A. became involved, he ordered Jessica Sherawat to activate the ship's self destruct system, as well as the one on its sister ship, the Queen Semiramis.

After the destruction of the two ships, evidence implicating Lansdale on them was lost. He then went to the B.S.A.A. Headquarters with a group of FBC soldiers and took immediate control of the B.S.A.A. and arrested Director O'Brian. However, O'Brian had sent B.S.A.A. agents Chris Redfield and Jill Valentine to retrieve the video evidence recorded by Veltro leader, Jack Norman. After the evidence was broadcast within the B.S.A.A. Headquarters, Lansdale was relieved of his position as FBC Commissioner and arrested for conspiring with Veltro in the planning and execution of the Terragrigia Panic.

After

Following the arrest of Lansdale, the FBC was dissolved and its agents and resources were transferred to the B.S.A.A., eventually leading to the B.S.A.A.'s reformation as a public organization under the authority of the United Nations.

Charter

The FBC was charged with protecting the United States and its interests from biological threats. It worked with other countries and their respective wildlife protection organizations to guard public health. As such, it was tasked with ensuring the biological safety of the public at large. The duties of all FBC members included the research, training and support of the biological community. Policies were fomented on a needs-only basis, with any additional budget expenditures and extraordinary activities being approved by a plenary session of the Wildlife Protection Committee.

The FBC chair was selected by the WPC. The chair's duties included complete oversight of the FBC and coordination of all activities with respective U.S. Cabinet officials. The FBC chair was the final overseer of the U.S. National Animal Protection Community. All members of the National Animal Protection Community were entitled to request help from the chair, including the Secretaries of State and Defense, and the Director of National Intelligence. However, the chair had final authority on all matters of national biological safety.

Following the Terragrigia Panic, the FBC's charter was extended to give it more authority over bioterrorism cases.
