The Federal Bioterrorism Commission was a government commission set up for handling bioterrorist operations. It was led by Morgan Lansdale.[1] The FBC were involved in the 2004 bio-terror attack on the floating city; Terragrigia. Parker Luciani and Jessica Sherawat, both BSAA agents, are seen as members of the FBC in 2004.

The bioterror incidents between 2002 and 2005 were significant.

While there were no publicised reports of biological outbreaks since the 1998 incident - with easily-silenced incident on Sheena Island; Rockfort Island and the Ross Sea Ice Shelf - the 2002 South American operation proved to the US government that bio-weapons were a major threat on the black market. Prior to the incident, elements of US-SOCOM such as Jack Krauser did not believe that B.O.W.s exist. This was more likely a case of denialism than the secrecy of information, as US-STRATCOM already had an anti-bioweapons team ready by the time of the Spencer Rain incident later that year.

The FBC was founded soon after the collapse of the Umbrella Corporation in 2003 as a response to the growing threat of bioterrorism owing to the upsurge of bioweapons being sold on the black-market by rogue, former employees.[2][notes 1] Its earliest known engagement was with the bioterrorist attack on the Mediterranean city, Terragrigia in 2004. where the idealogical-turned-extremins movement, Il Veltro, was involved. After prolongued engagement under the Bioterrorism Security Assessment Alliance's overwatch as a third-party, the FBC made the controversial decision to pull-out of the city and use the city's power source - the orbiting Regia Solis satellite - to destroy the city with overwhelming levels of solar rays.

Clothing

The Federal Bioterrorism Commission operators wore simple uniforms consisting of a white shirt, navy pants and a blue kevlar vest. In operations where force was necessary, they also used tactical helms.

Weaponry

The FBC possessed few weapons models, which were seen in the Terragrigia Panic and the assault on the B.S.A.A Head Quarters.

  • FN P90: Was used by FBC agents Parker and Jessica during the Terragigia Panic and by FBC special forces during the raid on the B.S.A.A. HQ.
