Lansdale ordered for the FBC to cordon off the area, fully aware that the carcasses were from the remains of the Queen Dido cruise ship he supplied to Veltro and sank in the Terragrigia Panic. Lansdale sent a team of the FBC armed forces to seize the video evidence from Veltro which showed his collaboration with the group. The team was wiped out by the Veltro survivors. Around the same time, Lansdale sent agents [[Raymond Vester]] and [[Rachael]] to the [[Queen Zenobia]]. When the B.S.A.A. became involved, he ordered Jessica Sherawat to activate the ship's self destruct system, as well as the one on its sister ship, the [[Queen Semiramis]].

The FBC was charged with protecting the United States and its interests from biological threats. It worked with other countries and their respective wildlife protection organizations to guard public health. As such, it was tasked with ensuring the biological safety of the public at large. The duties of all FBC members included the research, training and support of the biological community. Policies were fomented on a needs-only basis, with any additional budget expenditures and extraordinary activities being approved by a plenary session of the Wildlife Protection Committee.

The FBC chair was selected by the WPC. The chair's duties included complete oversight of the FBC and coordination of all activities with respective U.S. Cabinet officials. The FBC chair was the final overseer of the U.S. National Animal Protection Community. All members of the National Animal Protection Community were entitled to request help from the chair, including the Secretaries of State and Defense, and the Director of National Intelligence. However, the chair had final authority on all matters of national biological safety.

The Federal Bioterrorism Commission was a government commission set up for handling bioterrorist operations. It was led by Morgan Lansdale.[1] The FBC was involved in the 2004 bio-terror attack on the floating city; Terragrigia. Parker Luciani and Jessica Sherawat, both BSAA agents are seen as members of the FBC in 2004.

The bioterror incidents between 2002 and 2005 were significant.

While there are no publicised reports of biological outbreaks since the 1998 Raccoon City Destruction Incident,[2] the financial blockade on Umbrella U.S.A. led to Umbrella's rogue researchers selling bio weapons to the black market.[3][notes 1] The threat of a potential outbreak became significant enough in 2001 that the commission came into being.[4] This would be a smart decision as the events of the following year proved to the US government that bioterrorism was a real threat, with black-market trade in South America and a bioterrorist missile threat being made on the US after an outbreak on the Spencer Rain cruise liner.
