Mrs. Water is a special character in Resident Evil Outbreak File #2. She's a Cindy-Type, available for purchase after collecting all 260 SP items in the game.[1]

- Her virus infection is one of the lowest in the game.
- She has a very low attack power.
- She has a large vitality of 3950 points, making her the strongest Cindy-type character in the game and the strongest female character along with Ms Peach.
- She cannot be data converted for play in Outbreak because data for her does not exist on the disc.
