Frank E. was an Umbrella Corporation executive. In 1998 he held Level 9 security clearance, which included knowledge of Stairway to the Sun, an African flower connected to Progenitor Virus. Following the Raccoon City Destruction Incident, Oswell E. Spencer, Earl Spencer, ordered his execution to tie up loose ends should the company collapse.[1]
