Graves was a US federal agent. He was described as being "barely old enough to shave".
In late 2002 he and special agent Hicks interrogated Jill Valentine in regards to her "fraud" charges. The two were of poor standards, in Jill's eyes, and tried to stick her to a script so they'd know what to say. Graves explained that her exaggerated fraud arrest was because of the slanderous nature of Terri Morales' recording from Raccoon City, but was unable to explain why Jill herself was being arrested and not Alice Abernathy. Eventually Deputy Director Kirby Johnson took over, given the two agents' incompetence in handling a statement.
