Harvardville was a city in the United States. Very much like Raccoon City, it had a population of 100,000 and housed a powerful bioresearch company, in this case WilPharma.
History
Due to the tragedy of Raccoon City, massive safety ventures were undertaken to ensure Harvardville did not experience a similar viral outbreak. WilPharma designed their Air Dome facility to have state-of-the-art containment measures.
In 2005, Harvardville Airport was the site of an outbreak of the t-Virus caused by Curtis Miller, a former-WilPharma employee.
