The H.C.F. was a highly trained group of soldiers under the direction of ex-Umbrella employee Wesker. In December of [[1998]], the H.C.F. attacked Rockfort Island, an Umbrella run facility, in search of the [[T-Veronica virus]]. The attack led to the release of the [[Tyrant virus]], which infested the island. All of the H.C.F. agents were subsequently killed in the outbreak and turned into [[Zombie]]s, save the superhuman Wesker, who had planned the viral release.

*It is unknown if H.C.F. was a team from the Agency itself, or if they were a mercenary group assembled of hired by Wesker. [[Resident Evil 5]] documents refer to H.C.F. as Wesker's "private attack force", so it is possible they were not from the Agency at all and merely served Wesker. This is still uncertain.

When Wesker became an operative of the mysterious company, he was hired to acquire the newly discovered t-Veronica virus. H.C.F. was deployed to Rockfort Island on December 27, 1998[1] to retrieve a sample from Alfred and Alexia Ashford. They used assault planes to bomb the island and damaged much of its facilities.
