Howard was a doctor employed by the Raccoon General Hospital.It is assumed he died during the Raccoon City Destruction Incident.
Trivia
- Howard is unlocked as playable in Outbreak File #1 but does not have a name in this game. In File 2, he is given a name. In File #2, he can be unlocked via Data Convert and purchased for a lower price than in File 1.
- Howard's playable version starts with an Antidote in his inventory and as is the case with most doctor NPC's, is a George Type character.thumb|300px|right
