The International Investigation Division (国際 (こくさい)調査 (ちょうさ)部 (ぶ), kokusai chōsa-bu) was an Umbrella security unit under the direct command of Umbrella Headquarters. They operated through the use of spies tasked with providing reports on subjects. This department may have been run by a man named O'Neal, given a report from agent P.T. sent to him.
