Jeffery was a technician who may have been a member of Umbrella Industries.
Biography[]
In 1998, Jeffery shipped out a special remote detonator to Carter - an Umbrella researcher in Raccoon City - to use against the Tyrant R, which had a bomb implanted within it, should it ever resist orders.[1]
