Joseph Frost was a S.T.A.R.S. operative working alongside the Raccoon City Police Department.
Biography[]
Until mid-1998, Raccoon City's S.T.A.R.S. unit only consisted of himself, making the force grossly-unprepared for the t-Virus monstrosities that had just been released in the Arklay Mountains. S.T.A.R.S. command sent in Albert Wesker to assemble and lead a team. While not a military expert as with other drafts, Wesker kept Joseph in the team due to him being the only person with in-depth knowledge of the city's background. Frost was made Alpha Team's vehicle expert.[1]
