The Juvenile Division was a minor division of the Raccoon Police Department. Elran , an officer who accidently splashed coffee in Chris Redfield's face, was the only known member of this department.[1]
Although not much is known regarding its operation, it is likely that the unit functioned in both a law enforcement and social services capacity for troubled youths and children from violent upbringings.
