Biography

Early Life and Political Career

Warren was originally an electrical engineer who worked as a technician and in 1963 succeeded in bringing electricity and power to the once small town in the Arklay Mountains.[1][2] In 1968, he was also responsible for pioneering the city's cable car system.

Mayor's statue

A statue of Warren was built outside Raccoon City Hall.

In 1987, Warren ran for mayor of the city and thanks to his contributions that gave him immense popularity, he won the elections overwhelmingly and was sworn in with the post.[1] During his rule, Raccoon City entered an age of growth and development this due to financial support from Umbrella, who build several key facilities which led to rapid growth in the city's economy. This became known as the "Bright Raccoon 21" campaign, of which pharmaceutical company was the main corporate sponsor. To commemorate the Warren's dedication to the city, a bronze statue in his likeness was placed in City Hall.[1]

Involvement with Umbrella

Despite presenting himself as an honest mayor who took care of the city, in really, Warren was guilty of embezzling money and accepting bribes from Umbrella turning a blind eye to company activities that carried out illegal research with Bio Organic Weapon, allowing them to spread their roots within the town in order to line his own pockets.

However, in 1998, Warren negligence on the Umbrella's actions would be partially responsible for causing the end of Raccoon City in the same year. The process started in July, when the surviving members of the Special Tactics and Rescue Service arrived in the city, after the event that became known as "Mansion Incident", and initiated an investigation against the company. As Umbrella wanted an end to the investigations, Brian Irons, the Chief of Police of the Raccoon Police Department also corrupted by company, ended the investigation by dissolving S.T.A.R.S., and together with the Warren government, discredited the survivors' accounts for the lack of evidence, which prevented most of the townspeople from believing in them even after they shared their experiences. What both of them could never have imagined, however, was that the mansion virus would reach the city.

Raccoon City Destruction Incident

When T-virus outbreak finally consumed the city in September, turning thousands of people into zombies, Warren fell into a panic and quickly fled the city rather than stay to help the citizens, leaving his daughter behind in the Raccoon Police Station, not knowing she would be hunted down and murdered by the Chief of Police[3] and placing himself into the custody of the U.S. Army which had blockaded the city.[1] His subsequent fate is unknown.

Further notes

  • In S.D. Perry's novelization of Resident Evil 2, City of the Dead, Warren is instead the former mayor of Raccoon City, having lost an election shortly before the outbreak. Consequently, the woman entrusted to Chief Irons is the daughter of Mayor Harris.
