Moon's Donuts Notice (ムーンズ・ドーナツからのお知らせ) is an unused file which has been discovered in the Resident Evil 3 release build.
The filename within the game files is mes_file_72.msg.15.

Dear Customers,
Moon's Donuts thanks you for your patronage.
We regret to inform you that the shop will be closed
until the disturbances in the city have been brought
under control. We are sorry that we are unable to
serve you today, but please help yourself to a donut
from the display case (quantities limited).
