"Open the Panel 1" (tentative) is a cutscene in Resident Evil 0. The scene is not in the HD Remaster Gallery.
Plot
After obtaining the Panel Opener from the saloon car, Billy Coen is able to open the panel in the dining car leading to the cargo compartment.
