Operation: WALKING DEAD was an anti-biohazard contingency plan considered by NATO as a last-resort action in case an outbreak in Eurasia could not be controlled. The plan stated that the Zombie population would inevitably head to India and China to avoid starvation. Unwilling to allow 2.5 billion people to swell up the zombie ranks, NATO agreed to a plan to completely destroy India and China with nuclear missiles, starving the Eurasian zombie population by killing one-third of the total human population. During the outbreak of the ancient virus, "WALKING DEAD" was ready to be put into action, but it was only halted when a vaccine to the virus was discovered in the body of Black Mobies, mutant whales that had taken over the seas.[1]
