Osmund Saddler was created as an original character in 2004 during Shinji Mikami's internal redevelopment, not being present in the previous builds under Hiroshi Shibata. The general design for his face came from a portrait of Oswell E. Spencer featured in the 2002 Resident Evil remake, which was changed to wear robes instead of high-society fashion. For the final boss stage, lead designer Masaki Yamanaka themed the design on the irony of the Plaga being the host and Saddler's body living parasitically on it.[1]
