Painter is a police officer working for Pittsburgh Bureau of Police who responded to the bioterror bombing attacks that ocurred around Pittsburgh, Pennsylvania.

Pittsburgh Bioterror Incident[]
Painter, along with other officers, respond to the outbreak in the Allegheny County Office of the Medical Examiner, started when the victim of the Carnagie Museum of Art's bombing, Monica Posey, arose as a Zombie. USSTRATCOM Agent Leon Scott Kennedy arrives at the scene after overhearing the incident through an officer's radio and instructs all other officers to shoot the infected victims in the head. The outbreak is contained with Painter emerging unscathed from the incident.
Sometime later, Painter and another officer respond to another bombing attack at the Willie Stargell Community Center which left 4 victims dead. The bodies are removed from the scene of the crime but they awake shortly after as Zombies and Painter instictively shoots all the infected in the head. The noise attract his superior officer and Rasheen Washington, the leader of the community center, who interprets the scene as police corruption. Painter turns his weapons in and sits in the squad car as ordered by his superior much to Washington's outrage, who is left confused and enraged at the lack of action taken against the officer.
