Purpose
The Project Proposal has no usable function aside from narrative purpose to tie the demo and the main game together.
Location
The Project Proposal is in Clancy's inventory during the "Derelict House Footage" video tape. While not as an item, a copy of it can be examined and read by Ethan Winters in the Sewer Gators's Van not far from the Baker's main home.
