Citizens of Raccoon City: Please remain calm and proceed to the nearest evacuation point. It is clear that this new cold virus is causing some people to behave irrationally and violently. Reports of violence are especially numerous in the downtown district. We urge all citizens to avoid this area. If you encounter anyone behaving erratically or violently, please do not attempt to intervene. Maintain a safe distance, and continue to make your way to the nearest evacuation point. (RE:3)

The Raccoon City Incident (ラクーン事件後 raku-n jikengo?) was a large-scale t-Virus epidemic that took place in and around Raccoon City, Arklay County. The incident is derived from a conflict between the Umbrella Corporation and lab director William Birkin over the ownership of the G-Virus.[1][2]

Epidemiology[]

The t-Virus is a genetically engineered virus developed by the Umbrella Corporation for biological warfare. Its research and development were primarily funded by the United States Government, which—in clear violation of the Biological Weapons Convention—had a vested interest in creating Bio-Organic Weapons (B.O.W.s) for military applications.

Zombies[]

"Zombies" refer to humans or animals that have become infected with the t-Virus. The virus induces severe necrosis of both brain and body tissues due to hyperactive cellular metabolism, which gives infected individuals their characteristic “living dead” appearance.

Despite common misconceptions, zombies are not reanimated corpses. The t-Virus does not restore dead cellular function; rather, it prolongs the dying process. As a result, zombies are best described as being in a state of terminal decay, with only minimal organ function—primarily within the brain stem—remaining active.

Driven by their altered metabolism, zombies exhibit an unrelenting hunger and carnivorous behavior, instinctively seeking out the living or recently deceased as food sources.[3]

History[]

William Birkin’s relationship with Umbrella Corporation began to deteriorate as he struggled to complete development of the G-Virus. Anticipating betrayal—and unwilling to see his creation turned into a weapon—Birkin secretly entered negotiations with the U.S. military, offering samples of the G-Virus in exchange for protection for himself and his family.

However, Umbrella had informants within the military and quickly became aware of Birkin’s plans. In response, the company authorized the deployment of the Umbrella Security Service (U.S.S.), with orders to recover the G-Virus and place Birkin into custody for violating his contractual obligations.[4]

On September 22nd, the U.S.S. team infiltrated the NEST laboratory. Upon arrival, they began executing personnel on sight, eliminating witnesses and destroying any potential evidence of that operation.[5]

At 11:45 PM, the U.S.S. Alpha Team, led by HUNK, entered the P-4 Level laboratory and confronted William. The squad, armed with LE 5 submachine guns, demanded that Birkin hand over the G-Virus. Birkin resisted and attempted to draw a handgun, prompting rookie operative J. Martinez to open fire—fatally wounding Birkin, despite Umbrella’s standing order to capture him alive. HUNK then instructed team member A. Kirkpatrick to check Birkin’s pulse; he was mistakenly declared dead, and the team recovered a briefcase containing both G and t-Viruses samples before exiting the room.[6]

Shortly afterward, Birkin regained consciousness and, in a final act of desperation, injected himself with a remaining G-Virus sample. His wife, Annette Birkin, arrived during the transformation but was unable to stop it. Birkin mutated into a creature known as G-Birkin.[7][8]

Now a G-mutant, Birkin pursued the Alpha Team to recover the stolen viral samples. He killed J. Martinez and another U.S.S. soldier near the Main Shaft, though neither had possession of the briefcase.

80 minutes later, G-Birkin continued his rampage through the Raccoon City sewer system, killing several more operatives. During the chaos, the briefcase was destroyed, and several t-Virus vials shattered. The leaking viral fluid was consumed by a group of rats, which became infected and turned into carriers. As the rats escaped into the city’s streets, they unknowingly triggered the city-wide t-Virus outbreak that would unfold over the following days.[9]

On September 23rd-24th Leon S. Kennedy, a rookie police officer assigned to the Raccoon Police Department, received a phone call warning him to stay away from Raccoon City and wait for further orders. His first official day on duty had been scheduled for September 25th at 08:00 AM.[10][11]

On the morning of September 25th, a woman was reportedly attacked by a so-called “cannibal” in front of the Lambs Museum of Art, one of the earliest public incidents suggesting the t-Virus had reached central Raccoon City. At Spencer Memorial Hospital, an unnamed nurse documented the worsening situation in her personal journal, referring to a rapidly spreading "mystery illness" that was overwhelming hospital staff and resources.[12][13]

Throughout the day, the situation across the city deteriorated rapidly. Zombies were seen walking the streets in broad daylight, and law enforcement began to experience significant challenges. Emergency services, including Raccoon Police Department (RPD), Raccoon Fire Department (RFD), and Emergency Medical Services (EMS), became overwhelmed by the volume of 911 calls, most of which reported violent attacks, missing persons, and medical emergencies. Communication between departments began to collapse, contributing further to the chaos.

Unable to contain the escalating violence in the streets, the Raccoon Police Department was forced to retreat to its headquarters, which was subsequently converted into an emergency shelter. Citizens were urged to make their way there for protection.[14]

At approximately 13:00 on September 26th, multiple platoons of the Umbrella Biohazard Countermeasure Service (U.B.C.S.) are deployed into Raccoon City under the pretense of conducting riot control operations. Upon arrival, the units encountered overwhelming resistance from infected civilians, which results in heavy casualties across several squads.

Roughly 24 hours later, on September 27th, the Raccoon Police Station came under direct assault from a large zombie horde. The infected breached the west side of the building, leading to intense fighting within the station. Twelve officers were killed during the incursion, significantly reducing the RPD’s remaining manpower.

By 02:30 AM on September 28, only four police officers remained inside the Raccoon Police Station: Detective Elliot Edward, Officer Rita Phillips, Record Keeper David Ford, and Lieutenant Marvin Branagh. With the situation growing increasingly desperate, Edward proposed investigating a rumored secret passage located beneath the Goddess Statue in the main hall, hoping it could serve as an escape route for the remaining survivors. He soon departed the group to confirm its existence.[15]

At approximately 04:30 AM, a horde of zombies, reportedly manipulated by U.B.C.S. operative Nikolai Zinoviev, overran Redstone Street Station. The attack resulted in the massacre of most of the civilians that had been previously secured by Carlos Oliveira’s squad.[16]

Resident Evil 3[]

At 20:07 PM, Jill Valentine awoke in her apartment amidst the escalating crisis in Raccoon City. Moments later, her residence was violently breached by Nemesis-T Type, a bio-organic weapon deployed by Umbrella with orders to eliminate remaining S.T.A.R.S. members. The sudden assault forced Jill to flee, marking the beginning of her escape from the city.[17]

During her escape, Jill Valentine made contact with Carlos Oliveira, a soldier with U.B.C.S. Delta Platoon, which had been deployed to assist in the evacuation of civilians. Carlos introduced her to his commanding officer, Captain Mikhail Viktor, who had been severely injured during their mission. After learning of their efforts to evacuate survivors using the subway system, Jill agreed to assist in restoring power to the subway, in order to facilitate the escape of those still trapped in the city.[18]

At 02:11 AM, the evacuation train carrying Jill Valentine, Carlos Oliveira, Captain Mikhail Viktor, and several survivors was en route to Fox Park Station. During the journey, the Nemesis-T Type reappeared and boarded the train. Nikolai Zinoviev abandoned the others and fled. In the ensuing confrontation, Mikhail was impaled by Nemesis, but managed to detonate a C4 explosive, severely damaging the creature and causing a massive explosion.[19]

Sometime after 02:34 AM, at the front entrance of the Raccoon Police Department, Lieutenant Marvin Branagh was bitten by a zombified Brad Vickers, a former S.T.A.R.S. helicopter pilot who had succumbed to the t-Virus. The injury would later lead to Marvin's death.[20]

At approximately 07:00 AM, Jill is infected by Nemesis and collapses at the Clock Tower. She is found unconscious 12 hours later by Carlos.[21]
