(Operation Raccoon City's backstory)
Raccoon City Hall plays a much more prominent role in Resident Evil: Operation Raccoon City than in past games.[1] Players can enter the building while controlling the U.S.S. Delta Team. The interior is rather large, with marble floors and columns, and large central areas. The building is occupied with large numbers of both Zombies and Government Spec Ops forces. Nicholai Ginovaef is also briefly encountered in City Hall; The goal of the USS is to destroy the city's computer archives as well destroying water work plans, which files would incriminate Umbrella.
Judging by the large number of mattresses, bodies, and zombie police officers, it is likely that the City Hall served as a safe zone for refugees fleeing the zombies, similar to the function of the city's police station. However, City Hall was inundated with zombies, and the surviving civilians and police officers hiding inside were either killed or infected.
