On August 01, 2019, it was reported that select Japanese Resident Evil Ambassador users received an invitation to test a Capcom game that was still in development. At the end of the same month, on August 29, the new game titled "Project Resistance" was officially announced. During this time, players did not know much information on the game aside from its name. The BIO_OFFICIAL Twitter account announced that a teaser video would be released on September 10 (JST).

The video, simply titled Project Resistance Teaser was released on the promised date and it showed off gameplay as well as what the game was about.

During the 2019 Tokyo Game Show, the Project Resistance Gameplay Overview video was released, as well as the announcement of the Project Resistance closed beta which would take place between 4–7 October. Masachika Kawata was the producer present at the Capcom presentation during the show and the one who gave information such as how NeoBards was working on this project and the registration period of the closed beta.

On September 27, 2019, the Project Resistance Gameplay - Full Match video was posted on the English Resident Evil YouTube channel, this video was used in a Resident Evil Ambassador e-mail at the time. Three days later, PS4 players obtained their closed beta codes via e-mail. It was also announced that a demo of the game would be playable at the NYCC 2019.

Between October 4–7, the closed beta was playable, Capcom also set up an online survey about the closed beta.

On November 12, Capcom announced that the game would be playable at X019 London.

During the State of Play 2019, Resident Evil 3 was officially announced and Project Resistance was renamed to Resident Evil: Resistance, it was revealed that the game would come bundled with Resident Evil 3.

On March 16, 2020, the Resident Evil 3 Demo & Resistance Open Beta Trailer was released and it was revealed that a second beta would take place between March 27 - April 3. This beta would be open instead of closed and it would be playable on PC, unlike the first iteration. The ending date of the open beta would be on the same date that the game would release.

However, due to a technical issue, the PS4 and Steam versions of the beta could not be played on the date it was set, with the Xbox One version working normally. The two versions instead became playable on March 30 / 31, with the Steam version working a few hours before the PS4 version.

Between April 5 - May 31, a public survey regarding the Resident Evil 3 remake, Resident Evil: Resistance, and whether users want a new Resident Evil remake to be cross-platform or not was held online.

On April 9, the RE_Games Twitter revealed a roadmap for the game which revealed that both Jill Valentine and an unknown character would be added to the game, with future updates to come. The Resident Evil 3 - Launch Trailer also promoted the release of Jill Valentine to the game.

On the same date Jill was added to the game, Nikolai Zinoviev was announced as the mysterious character to be added as a Mastermind to the game.

Resident Evil Resistance - New Map and Costumes Trailer

Past the Nikolai update, Resident Evil: Resistance was not marketed much up until June which was when the third major update was announced on June 10 specifically. This updated marked the first time the game got its own promotional trailer since its release. The major content with this update was the Prison map.

A month later, on July 2, another update to the roadmap was released. Even though the staff marketed the July update as a "cosmetic" one, multiple game-altering abilities and Mastermind cards were added with this patch, which released on July 10.

On July 29 it was announced that the game would be getting a new paid DLC in the form of all characters wearing Leon's and Claire's costumes from Resident Evil 2 (2019). This marks the first time the game got a paid DLC since its release.

On August 4 the Resident Evil Resistance - August Title Update and RE2 Costumes Trailer was released and the update was released a day later, Capcom TV's 126th episode promoted this update.

On September 3, the September update released for the game without any prior announcement. This update was the first to not bring a major content to the game such as a new map or character.

During the Capcom broadcast on September 26 at the 2020 Tokyo Game Show, the Resident Evil 3 - Launch Trailer and August Title Update and RE2 Costumes Trailer were shown before the stream started, both of which promote Resistance.

On October 1, 2020, a new update released with no prior marketing again. The Capcom Unity post about it stated that it "wraps up content updates for Resident Evil Resistance for now, but the development team will continue to keep an eye out for any issues", potentially meaning that it would be the last major update the game would receive. This update in particular marks the first time a brand new creature was added, being the NE-α zombie.

Afterwards, on October 28, Al Yang confirmed that the roadmap was finished.

During the weekend of December 19, 2020, the game was free-to-play on the Xbox One and Steam only.
