Existence of Resident Evil: Revelations 2 first arose August 19, 2014 when cover art for the title was found on Microsoft's official Xbox website, along with a concept background depicting a prison setting.[1][2] Less than two weeks later, Capcom officially announced the title with the existence of a live-action concept teaser trailer. As specified by Capcom, the teaser held hints for the upcoming title as well as references to previous games in the Resident Evil series.[3]

Resident Evil: Revelations 2 was revealed to be coming to PlayStation 3, PlayStation 4, Xbox 360, Xbox One, and PC through Steam. A later announcement revealed that Revelations 2 would be release episodically in four installments, over four weeks. Consumers have the option of purchasing episodically, or purchasing the entire season as a pre-order which will also give them additional content but at slightly additional cost than buying the episodes individually. After the fourth episode, a retail release will be made available which contains even more content.

After the start of Tokyo Game Show in 2014, Capcom revealed the full concept trailer that they previously released to announce the title. Along with this, they announced a campaign, challenging fans to find as many references to previous titles and possible references to Revelations 2 that they could find. Those who commented would be rewarded with 10,000 RE Points, for use in Residentevil.net.[4] This is listed as Part 1 in the Revelations 2 campaign.
