'''Samuel Regan''' was the commander of the [[Dunell Marine Base]]. When [[Billy Coen]] was framed for the murder of twenty-three African civilians during a failed mission, Regan had him court-martialed and sentenced to execution. It is unknown what rank he was, other than it was above Second Lieutenant (that being Billy's rank).
