Samuel Regan was the commander of the Dunell Marine Base. When Billy Coen was framed for the murder of twenty-three African civilians during a failed mission, Regan had him court-martialed and sentenced to execution. It is unknown what rank he was, other than it was above Second Lieutenant (that being Billy's rank). Regan's rank was most likely that of a Colonel's (this being the average rank of a military base commander, although said commander's rank may differ depending on the size of the facility under his/her control and its military importance).
