This is the cutscene in Resident Evil: Operation Raccoon City of the Echo Six campaign. Carlos Oliveira is saved by the Spec Ops and he is telling them, that some soldiers are trying to blow the City Hall. After that, they are separating. The cutscene plays in the middle of the mission 2 "By the Trail of Our Dead".
This cutscene has some versions, it depends on what character is chosen by the player.
