Dr.Scott Jones was a senior medical doctor at the Raccoon General Hospital, and responsible for issuing card keys.[1] His body was found in the Nurses' center; someone had searched his corpse for objects of any use. Due to the fact he was in charge of issuing card keys, it may have been Dr. Hersh that searched his pockets, as he has a level 2 security card on his body when his corpse is searched and no other doctors were supposed to have card keys that high of level.
