Special Operations Agent (SOA) is the term given to a type of field operative within the Bioterrorism Security Assessment Alliance. While Special Operations Unit form the bulk of the BSAA's force, SOAs, which operate in two-man cells, are better able to infiltrate target zones for information gathering purposes.[1]
